The purpose of the Urgent Repair Program (URP) is to alleviate conditions that pose an imminent threat to the life and safety of the very low income and low income homeowners with special needs. The program provides accessibility modifications and other energy repairs necessary to prevent the imminent displacement of the very low income and low income individuals who are elderly, frail or physically disabled, single-parents with at least one child in the residence, or households with five or more persons are also eligible.

Eligible services for the Urgent Repair Program include the installation and repair of well and septic systems. Imminent structural failure of porches, steps, roofs, walls, ceilings, floors, siding, foundations, ramps, handrails, and grab bars are eligible for repair services. Interior and exterior door alterations or adaptations necessary to enable physically impaired individuals to remain in their homes are also eligible services. The repair and replacement of heating systems, air conditioning units, water heaters, plumbing and electrical upgrades are permitted. Residents of Warren County are eligible for URP services.
